Catalonian independence referendum, 2014


An independence referendum is a non-binding consultation planned to be held in Catalonia in 2014 according to the governance agreement ratified by Artur Mas from Convergence and Union (CiU) and Oriol Junqueras from Republican Left of Catalonia (ERC) on 18 December 2012. This agreement is popularly known as Agreement for Freedom. As part of the agreement Artur Mas was sworn in as President of the Generalitat of Catalonia for a second term.

The referendum will be preceded by adopting a Catalan consultation act in 2013 which will supposedly allow for a consultation (probably not formally called a “referendum”), provided it is not taken to the Spanish Constitutional Court by the Spanish government. The Spanish Constitution says: “National sovereignty belongs to the Spanish people, from whom all state powers emanate”. So for a referendum course to be binding, it must be done in the whole Spanish state.
